Livingston International has been experiencing system outage issues since early yesterday morning. As of this morning, Livingston is reporting that the issues/outages persist and that they are working diligently to resolve them.
This will create delays with international traffic where Livingston is involved.

Early this morning, US Customs & Border Protection
(CBP) reported system issues with their ACE portal and EDI messaging. This has caused delays and a backlog with
traffic moving from Canada into the US overnight.
This morning CBP reported that the system issues continued
to be worked but were not yet resolved.
Customers should expect delays on traffic into the US
and, consequently, northbound movements also.

The ongoing strike action by the Public Service
Alliance of Canada (PSAC) is causing delays with the clearance of northbound
shipments moving from the United States into Canada. PSAC represents 20% of support staff at the
Canada Border Service Agency.
These disruptions are expected to continue until the
strike is resolved.

There are extensive power outages throughout eastern
Ontario and Quebec following an ice storm late yesterday. Crews are actively working to clear the downed
power lines and trees that are limiting traffic in some areas. Officials in both provinces have reported
that the required repairs are extensive and will continue well into the
weekend.
Delays should be expected from the Brockville and
Montreal service terminals.

Rain combined with plummeting temperatures caused
hazardous road conditions across southern and eastern Ontario overnight. All eastbound lanes of Highway 401 were
closed near Kingston early this morning due to multiple collisions and currently
remain closed.
The same system is now causing freezing rain and snow in
southern Quebec that is expected to last until late tonight. Traffic throughout Montreal and the South
Shore is slow moving due to hazardous road conditions.
Pick up and delivery delays should be expected in the
Brockville and Montreal service areas.

Heavy snow in the area of London, ON and north towards
Lake Huron is causing hazardous road conditions. High winds and as much as 8 inches of snow
are expected today.

Snow continues to fall in eastern Ontario and Quebec
with conditions expected to improve later this afternoon. Snow clearing is underway in southern Ontario
with all but remote areas expected to be accessible by late this evening.
Overnight highway traffic was extremely limited due to
hazardous road conditions, but all lanes will resume today.
Delivery delays can be expected throughout Ontario and
Quebec today, but the network will be back to normal service levels tomorrow.

Heavy snow has started to fall in southwestern Ontario
and in the Niagara region. Road
conditions are deteriorating quickly and will continue to worsen has high winds
as expected later this morning. The
storm is predicted to move east through the day, impacting the GTA late this
morning and eastern Ontario and southern Quebec later this evening. High snowfall amounts and high winds are
expected to create dangerous road conditions into Thursday morning.
There will be limited highway traffic moving between
terminals overnight. Pickup and delivery
delays can be expected throughout the network.

Late last night and early this morning, road conditions
in eastern Ontario and southern Quebec caused delays in traffic moving in and out
of those areas. Snow is currently
falling in the greater Montreal area while heavy snow and high winds are
expected throughout the day in the Eastern Townships of Quebec.
